One of the great enduring qualities of Wyoming lies in the fact that it is a personal responsibility state. I remember the first time I asked my flyfishing guide how this roadside vendor could offer large inner tubes to float down the Hoback River without being concerned he would lose his livelihood over a lawsuit. The guide laughed and said "Wyoming is a personal responsibility state meaning that if you're stupid enough to rent an inner tube and float down the Hoback river in the springtime it's your own fault if you die"
